Although it has a lot of potential, in the past time, Cu Chi’s development has not been commensurate with its potential, advantages and available space. In the coming time, it is necessary to awaken, rise strongly, and have policies to strongly attract investors and attract the elite to Cu Chi to build a sustainable urban development. At the workshop, the People’s Committee of Cu Chi District presented 9 projects that are attracting investment, with a scale of nearly 6,000 hectares to call for investment.

Ms. Pham Phuong Thao, former Chairwoman of the Ho Chi Minh City People’s Council, said that Cu Chi should not become a district but a city. Because if it becomes a district, Cu Chi will not be able to preserve its agricultural part, but if it becomes a city, it can preserve and develop its agricultural communes to develop its strengths, in order to attract tourists.

Sharing the same view, Dr. Bui Ngoc Hien, from the Ho Chi Minh City Academy of Officials, said that Cu Chi should be developed into a city within the city because the district has almost met the requirements. Meanwhile, to become a district will have a “delay” and require more time.

Dr. Nguyen Anh Tuan, Head of the General Planning Management Department (Department of Planning and Architecture of Ho Chi Minh City), said that according to the existing planning, Cu Chi District is oriented to develop functional areas such as the Northwest urban area as a modern, ecological urban area, synchronously developing technical infrastructure and social infrastructure; a city-level center to the northwest with functions of a service center, trade, healthcare, culture, education and training, sports and recreation.

Cu Chi is also a locality with planning orientation for the development of industrial parks: Tan Phu Trung industrial park, Tay Bac industrial park, Dong Nam industrial park, automobile mechanical industrial park… and agricultural production zones, high-tech agricultural zones; Agricultural zone combined with eco-tourism and garden houses west of Saigon River: developing an agricultural zone combined with eco-tourism and garden houses with its own characteristics, embellishing and preserving traditional values of craftsmanship, customs, cultural life combined with exploiting modern tourism and garden house economy.

Green urban development

Mr. Vo Van Hoan, Vice Chairman of the Ho Chi Minh City People’s Committee, said that Cu Chi must be identified for investment and development into a “green city” and “ecological city”. To do this, in the overall socio-economic development plan of Ho Chi Minh City, as well as the land use plan of Cu Chi District, it is necessary to consistently consider the role and development of green belts; allow for closer connections between rural, urban and suburban areas, maintain the stability of existing craft villages and develop eco-tourism in Cu Chi tunnels, Ben Duoc temple,…

Trong dài hạn, Củ Chi đẩy mạnh ứng dụng công nghệ trong sản xuất, kinh doanh, đặc biệt là sản xuất công nghiệp, sản xuất nông nghiệp nhằm nâng cao năng suất, chất lượng, nâng cao hiệu quả sử dụng đất, góp phần tăng quỹ đất phục vụ mảng xanh.

In the long term, Cu Chi will promote the application of technology in production and business, especially industrial and agricultural production, to improve productivity, quality, and land use efficiency, contributing to increasing land funds for green areas.

“It is necessary to quickly deploy the An Suong – Moc Bai expressway, Ring Road 3 to soon connect Cu Chi, Hoc Mon with the east of Ho Chi Minh City and Dong Nai province, removing the biggest bottleneck of Cu Chi which is traffic, when the roads in Cu Chi are mostly small roads. At the same time, pay attention to developing the road along the Dong Nai river from Ho Chi Minh City to Cu Chi, Tay Ninh, both reducing travel time and creating a landscape for eco-tourism development. Focus on removing difficulties and obstacles for planning projects in the district, especially the Northwest urban area…”, Mr. Hoan proposed.

For Cu Chi to have a breakthrough in development in the coming time, experts suggest that the city needs to have a mechanism to attract large investors, reform administrative procedures to facilitate investors, and policies to attract talent…

“Keeping the village in the city” when Cu Chi became a city

Ms. Pham Phuong Thao, former Chairwoman of the Ho Chi Minh City People’s Council, said that Cu Chi district needs to do a good job in planning, architecture, and building a modern new countryside in the direction of “keeping the village in the city”, not allowing the spontaneous urbanization of “the city is not the city, the village is not the village”, and keeping the corridor along the Saigon River. With the available foundations, Cu Chi needs to develop into a unique cultural space, with many attractive tourism products, combined with cultural values, preserving and developing craft villages.
